Buyer seeks proposals for implementing, analyzing and reporting results of a post-secondary outcomes survey for special education students. The survey will fulfill OSEP requirements for Indicator 14 of Vermont's IDEA Part B State Performance Plan. Buyer requires expertise in survey implementation, analysis, and reporting.

• Evidence of successfully performing similar work
• Understanding of developing effective survey instruments
• Ability to administer surveys through multiple means
• Ability to submit findings on time and in appropriate format

• Develop and deploy survey instrument for post-secondary outcomes
• Administer survey via phone, mail, and electronic means
• Analyze survey results and provide report
• Ensure data can be disaggregated by multiple metrics
• Develop process for escalating response attempts
• Provide monthly progress monitoring reports
• Utilize AOE templates and branding on all materials
