The buyer is seeking proposals to develop a 10-year Master Plan and 5-year Strategic Plan for its Parks, Recreation and Historic Sites department. The plans will provide direction for recreation programming, land acquisition, facility maintenance, marketing, sustainability, diversity and inclusion, revenue sources, and partnerships. The project includes community needs assessment, stakeholder engagement, and alignment with national accreditation standards.

• Minimum of 3 years experience in similar services
• Diverse local and national experience in parks and recreation planning

• Create a 10-year Master Plan for parks, recreation and historic sites
• Develop a 5-year Strategic Plan with measurable goals and objectives
• Conduct community needs assessment survey
• Perform demographic analysis and inventory of parks amenities
• Develop strategies for existing and new parks, facilities and programming
• Create capital improvement plan and 10-year action plan
• Facilitate stakeholder and public input meetings
• Review and update mission, vision and core values statements
• Analyze budget, revenue sources and alternative funding options
• Align recommendations with national accreditation standards
