Buyer is seeking a firm to provide pre-construction consulting services to support potential 2025 Bond Referendum projects. The selected consultant will assist with contract review, detailed cost estimates, value engineering, and project scheduling. Buyer requires the consultant to be an independent third-party with no conflicts of interest. The projects will be delivered through both Design Bid Build and Construction Management at Risk methods.

• Must have at least three proven clients of similar size
• Must be independent third-party consultant with no conflicts of interest
• Cannot be architect, engineer, or contractor on project assignments
• Licensed to do business in Missouri

• Review and recommend modifications to AIA Contracts for project delivery
• Prepare and update detailed cost estimates for all project phases
• Provide recommendations for construction feasibility and value engineering
• Develop phasing plans for renovations in active school facilities
• Generate site logistics plans and operational impact assessments
• Create detailed project schedules for complex facility renovations
• Evaluate pricing for alternative building and engineering systems
• Analyze construction time requirements and installation factors
• Suggest cost reductions and economies to reconcile project budgets
• Identify unique issues related to educational facility construction
