• Experience with Federal HOME and CDBG programs
• Experience with State CalHome program
• Knowledge of construction contracting laws in California
• Familiarity with applicable building codes and standards
• Knowledge of environmental protection and lead-based paint regulations

• Manage applicant intake and determine participant eligibility
• Develop and maintain qualified local general contractor pool
• Prepare loan packages for staff approval
• Execute loan documents and ensure loan closing process
• Oversee bid process for contractors
• Manage construction progress and conduct inspections
• Obtain required lead and asbestos clearances
• Process change orders and track rehabilitation payments
• Conduct final inspections and manage loan close-out
• Maintain compliant filing system for funding sources
