• Must be approved in the DGS Utility Scale Qualified Pool of Energy Service Providers established in 2025
• Must have C-10 Electrical Contractor or C-46 Solar Contractor license

• Design, build, own, and operate energy generation and storage systems
• Finance the system installation
• Obtain all necessary permits and environmental clearances
• Install revenue-grade interval data recording meters
• Provide operations and maintenance for the full term
• Comply with all applicable codes and standards
• Coordinate with utility for interconnection
• Perform CEQA review and mitigation
• Provide performance and payment bonds
• Meet 3% DVBE participation requirement
