Buyer intends to issue up to five, five-year term contracts for services to be used for a variety of small and medium projects. The City has limited internal resources for engineering and planning services and requires assistance with all aspects of transportation planning and engineering on an as-needed basis.

- Develop transportation policies for inclusion in General Plan
- Conduct CEQA environmental studies
- Collect data for all transportation modes
- Prepare grant applications and plan documents
- Design bicycle, greenway, and pedestrian facilities
- Conduct transit/paratransit planning and design
- Perform traffic signal timing and coordination
- Conduct traffic impact studies and travel demand modeling
- Complete corridor and intersection analysis for operations and safety
- Develop signing, marking, and striping plans
