• Prepare project cost estimates for application preparation
• Develop plans and specifications for infrastructure project
• Prepare environmental assessments for CDBG compliance
• Construct and distribute bid packets meeting Federal requirements
• Assist in bid opening and prepare bid tabulation
• Execute construction contracts with selected contractors
• Conduct pre-construction conference with detailed documentation
• Perform work in-progress inspections and approve payment requests
• Provide surveys and soil investigations for infrastructure work
• Create 'as-built' or record drawings upon project completion
