Buyer seeks an HR consultant for 2025-2030. The consultant will develop a 5-year strategic HR plan, review policies, assess workforce, assist with recruitment and hiring, update handbooks and job descriptions, manage benefits, develop training, provide union guidance, and create HR SOPs. Services include both strategic planning and day-to-day HR support.

• 3/21/2025 - Intent to submit proposal due
• 3/21/2025 - Questions from contractors due
• 3/28/2025 - Responses from GDPM to be posted by
• 4/11/2025 - Proposal Due Date

• Develop 5 Year HR Strategic Plan
• Review and analyze existing HR policies and practices
• Conduct workforce assessment and succession planning
• Assist with recruitment, hiring, and onboarding processes
• Review and update employee handbook and job descriptions
• Manage healthcare and benefits renewal
• Develop staff training programs
• Provide guidance on union relationships and contract negotiations
• Conduct compensation and benefits package reviews
• Create SOPs for key HR functions
