Buyer seeks a qualified consultant to conduct a comprehensive assessment of Brazoria County's criminal justice and mental health systems. The consultant will identify service gaps and develop a plan to establish a County Criminal Justice and Mental Health Coordinating Council. The project includes building consensus among county leadership, developing a detailed implementation plan, and creating a sustainability strategy for ongoing coordination.

• Conduct comprehensive criminal justice and mental health systems assessment using Sequential Intercept Model
• Evaluate current practices at six critical intercept points
• Support consensus building among county leadership to establish coordinating council
• Develop written plan for establishing Criminal Justice Coordinating Council
• Create sustainability plan with projected costs for continued operations
• Administer surveys to identify collaboration opportunities and potential partners
• Analyze stakeholders to ensure diverse representation within coordination council
• Identify health care services within jail system and courts
• Review pre-trial release data and bond information
• Evaluate re-entry services for persons released from jail or correctional facilities
