Buyer seeks to contract with one or more providers of consulting services that can assist with execution of wholesale electric market, balancing, and transmission functions. The consultant(s) will perform various tasks including data gathering, analysis, development of recommendations, and performance of utility operations. Services will be provided on a time and material basis through separate work orders under a master Bench Contract agreement. The aggregate value of the contract(s) will not exceed $3,000,000.

• Minimum five years experience with Northwest regional utilities
• Knowledge of centralized wholesale electrical markets and transmission operations
• Ability to provide staff augmentation in utility operations
• Track record of expanding client capabilities at organizational level

• Provide project planning and program delivery services
• Develop organizational development and change management strategies
• Support utility operations including market interface functions
• Assist with regulatory compliance for NERC reliability standards
• Create project plans with scope, timelines, and resource requirements
• Facilitate knowledge transfer and training program implementation
• Support centralized market designs and market participant obligations
• Analyze wholesale electricity market operations and regulations
• Assist with energy management systems implementation and maintenance
• Provide system operator staff augmentation with NERC certification
