Buyer seeks a qualified vendor to provide Employee Assistance Program services for approximately 4,800 benefit eligible employees. The program has been rebranded as myS.E.L.F.network, providing social, emotional, legal, and financial resources to employees and dependents. Buyer requires comprehensive EAP services including counseling, crisis response, work-life services, and manager consultations. The contract will begin October 1, 2025 with services to employees and their families.

• Must be licensed in North Carolina
• Contracts must have fiduciary hold harmless provision
• Willingness to provide annual performance guarantees

• Provide 24/7/365 crisis response counseling
• Offer multi-session EAP counseling model
• Provide critical incident stress management and crisis response
• Deliver manager consultations on troubled employee situations
• Maintain comprehensive online self-service portal with resources
• Provide outreach materials and on-site presentations
• Deliver utilization reports and client satisfaction metrics
• Manage mandatory referral process including fitness for duty evaluations
• Ensure confidentiality and protection of EAP records
• Coordinate with health insurance carrier for care transitions
• Partner with County's Health & Well-being Program
• Provide legal and financial services including will preparation
• Deliver substance abuse assessment and treatment expertise
• Execute seamless transition with minimal disruption
• Begin service delivery by October 1, 2025
