Buyer seeks a qualified firm to provide grant application and administrative services for the Economic Development Administration Public Works and Economic Adjustment Assistance Grant. The selected consultant will assist in securing federal funding for an industrial park development project by preparing a competitive application. If awarded, the consultant will also handle post-award grant administration to ensure compliance with federal regulations. The contract will be for a minimum of one year and up to three years.

• 4/19/2025 - Responses to Questions Issued
• 4/23/2025 - Proposal Due Date
• 5/21/2025 - City Commission Approval
• 5/26/2025 - Project Kickoff

• Experience preparing successful applications for EDA PWEAA grants
• Experience in grant administration and compliance with 2 CFR 200
• Familiarity with economic development and infrastructure grant projects
• Ability to work within tight deadlines
• Compliance with federal debarment requirements (SAM.gov verification)

• Develop competitive EDA PWEAA grant application aligned with funding priorities
• Prepare detailed project budget with matching fund sources
• Coordinate with stakeholders to gather supporting documentation
• Ensure compliance with EDA eligibility requirements
• Serve as liaison between City and EDA regional offices
• Oversee compliance with EDA terms and federal regulations
• Assist with drawdown requests and financial tracking
• Submit required performance and financial reports
• Ensure compliance with procurement regulations (2 CFR 200)
• Facilitate proper project closeout and compliance monitoring
