I-75 Cap Feasibility Study
Downtown Detroit Partnership
Buyer seeks consultant services for a 12-month Feasibility Study to advance design and engineering of three park caps over I-75 in Downtown Detroit. The project aims to reconnect communities separated by the freeway and address past harms associated with freeway construction. - Develop inclusive community engagement plan for all demographic groups
- Conduct monthly stakeholder meetings and convene public input sessions
- Develop schematic design package for proposed public spaces
- Create program and placemaking plan for each public space
- Study potential changes to I-75 access and local street network
- Perform safety and operations analysis with modeled improvements
- Study impacts to hazardous materials routing
- Research to support Environmental Class of Action determination
- Size highway caps based on ventilation needs to avoid mechanical systems
- Develop structural design concepts up to 30% completion
- Study constructability and phasing with adjacent I-375 project
- Prepare drainage concepts for the project area
- Update capital cost estimates for implementation
- Complete all 1000 and 2000 level MDOT checklist tasks
- Determine Interstate Access Change Request needs within study area
- Create 3D models and Reference Information Documents
- Develop ownership, operations, and maintenance plan
- Provide construction timeline and implementation plan
- Integrate design with multimodal transportation considerations
- Complete ventilation and life safety studies for capped sections
