The selected provider will develop a systematic outreach strategy ensuring equal promotion of all workforce services available in Ottawa County. Services include connecting businesses with recruitment assistance, training programs, upskilling resources, and layoff aversion strategies. Provider will become a sub-recipient of federal WIOA and TANF funding subject to specific reporting and compliance requirements.

• Must demonstrate no conflict of interest in promoting workforce services
• Must not be on federal debarment list
• Must not be delinquent in state or federal taxes

• Develop systematic business outreach strategy promoting workforce programs
• Assess business needs and provide appropriate referrals to workforce development system
• Coordinate with OhioMeansJobs, Economic Development and Chambers of Commerce
• Identify businesses needing recruitment, hiring, and candidate sourcing support
• Connect employers with On-the-Job Training programs for new hires
• Link businesses with student internship and work experience opportunities
• Refer employers to funding and training resources for upskilling employees
• Identify businesses at risk needing layoff aversion strategies
• Support businesses planning layoffs with Rapid Response services
• Provide monthly reports on business visits, industries engaged, and workforce needs
