Workforce Solutions Coastal Bend

The buyer seeks a contractor to manage its Direct Child Care Services Program using a client-centered approach. The contractor will design and implement a Case Management service delivery model to provide direct child care services to eligible families in the Coastal Bend Workforce Development Area. Services include determining eligibility, coordinating enrollment, monitoring attendance, and processing reimbursements. The contractor will also be responsible for quality improvement activities and administering the Texas Rising Star system.

• Experience managing comprehensive child care services activities
• Ability to meet or exceed contracted TWC performance targets
• Compliance with program requirements and regulations
• Financial resources to meet cash flow needs for 4-6 weeks

• Design and implement a Case Management service delivery model for child care services
• Determine eligibility and provide child care support for at-risk families
• Manage enrollment and meet monthly performance enrollment targets
• Provide consumer education and resources on child care options
• Coordinate with state and local workforce training programs and community agencies
• Implement quality improvement activities for child care providers
• Administer the Texas Rising Star Quality Rating and Improvement system
• Manage child care funding allocations and expenditures
• Maintain provider agreements and process reimbursements
• Ensure data entry and reporting compliance
