Buyer is seeking qualified consultants to provide on-call environmental investigation services for highway and maintenance projects throughout Arizona. The contract will be established for one year with options to renew for three additional one-year extensions. Services include preparing environmental review support documents requiring knowledge of the full range of NEPA impacts. The contract has an 8.33% DBE Goal and will be awarded on a regional basis.

• 4/29/2025 - Proposal Due Date
• 6/6/2025 - Estimated Selection Date
• 7/2/2025 - Initial Cost Proposal Due Date
• 8/25/2025 - Estimated Contract Notice to Proceed Date

• Prime Consultant must be prequalified through ECS
• Must submit prequalification application by April 15, 2025
• All firms must be registered with Arizona Board of Technical Registration
• Prime Consultants must establish a local office in Arizona

• Prepare and review environmental documents for highway projects
• Conduct NEPA impact assessments including social, economic, and demographic impacts
• Analyze hazardous materials, wetlands and riparian habitats
• Perform air quality conformity determinations and noise analysis
• Assess water quality impacts and prepare Section 404 Permits
• Complete Section 401 Certification documentation
• Evaluate biological resources and wildlife habitats
• Assess impacts on state, federal, and tribal listed species
• Conduct cultural resources documentation including testing and data recovery
• Prepare built environment assessments and monitoring plans
