Buyer seeks a qualified and experienced third-party Payroll and Human Resources Information System provider. The solution must automate and centralize HR payroll and HRIS in a single software platform. System needs to integrate with the existing HRIS system (Empower) and external systems including Texas Retirement System and Employees Retirement System. Buyer serves more than 4,200 students and has approximately 312 full-time employees and 324 part-time employees.

• Cloud hosting compliant with Texas Government Code 2054.0593
• Integration capabilities with Empower and external systems
• Secure and compliant data management practices

• Implement payroll and tax management including out-of-state tax applications
• Establish benefits management system that integrates with existing platforms
• Create recruiting, talent management, and applicant tracking systems
• Develop employee onboarding processes with automated workflows
• Build performance management tools with evaluation capabilities
• Install learning management system for employee development
• Design customizable dashboards and robust reporting/analytics capabilities
• Configure leave management including accrual tracking
• Deploy mobile platform for time and attendance management
• Integrate with external agencies including TRS, TexNet, ERS
• Ensure integration with internal Empower system
• Meet Federal Work Study payment certification requirements
• Implement cloud-based solution compliant with TX-RAMP requirements
• Establish comprehensive security protocols and compliance mechanisms
