Buyer is seeking qualified firms to develop a comprehensive strategic plan for community response to the Opioid/Fentanyl issue. Buyer received funding from Criminal Justice Coordinating Council of Georgia as a sub-grantee to support this plan. Buyer was identified as one of the top ten priority counties due to the number of overdose incidents and referrals to residential treatment facilities. The strategic plan must be completed by September 30, 2025 and include comprehensive framework strategies across prevention, treatment, harm reduction, and recovery domains.

• Conduct needs assessment on substance use prevalence and trends
• Convene multidisciplinary planning committee with representatives from various sectors
• Host 3-5 focus groups/town hall meetings for community input
• Develop prevention, treatment, harm reduction, and recovery strategies
• Create communication plan with press releases and social media content
• Design evaluation framework with key performance indicators
• Identify funding sources and develop grant application roadmap
• Create comprehensive strategic plan document with executive summary
• Facilitate stakeholder briefings to ensure alignment and buy-in
• Establish process for data collection, analysis, and reporting
