Buyer seeks an Adult Education Data Management System for Ohio's Aspire programs. The system must be vendor-hosted and web-based, providing tools for student data entry, record management, and accountability reporting. The system will serve approximately 55 local programs statewide and must generate all required reports for the National Reporting System under WIOA. The initial contract will be for 2 years with potential renewals for up to four additional biennia.

• Must have track record with WIOA Title II providers in 20+ states/provinces
• Must offer COTS/MOTS product, not custom-built application
• Must provide yearly subscription, maintenance, and hosting model

• Implement COTS/MOTS web-based data management system for adult education
• Ensure compliance with WIOA Title II and NRS requirements
• Provide real-time NRS reporting capabilities
• Support data tracking for 55 local programs serving 30,000-35,000 individuals
• Implement interactive dashboard with data visualization capabilities
• Build data extraction capabilities for NRS matching
• Provide initial and ongoing training for local program users
• Establish RESTful API between system and Higher Education Information system
• Supply dedicated technical support services
• Ensure WCAG 2.0 Level AA compliance for accessibility
