• Minimum of five years experience in strategic planning
• Experience with local government agencies
• Recent experience in a municipality is preferred

• Review current organizational information and strategic plans
• Organize and facilitate strategic planning meetings
• Conduct strengths and weaknesses analysis of service delivery
• Facilitate employee engagement and involvement
• Develop updated five-year strategic plan with measurable goals
• Recommend performance monitoring methodologies
• Report on progress accomplished during first strategic plan
• Create timetables for achievements
• Assess organizational readiness for implementing the plan
• Develop communications plan for implementation
