Planning Consulting Services for Two Syracuse Brownfield Opportunity Area Plans

Buyer seeks qualified consultants to develop two concurrent Brownfield Opportunity Area (BOA) Plans for the Erie Boulevard East and East Adams-South Salina areas. The project involves identifying redevelopment strategies for vacant and underutilized brownfield sites across approximately 1,129 acres in Syracuse. Consultants will conduct community engagement, analyze existing conditions, identify strategic sites, and create implementation strategies for revitalization. The goal is to receive designation from the New York State Department of State for both BOA Plans.

- Experience working with communities of similar size and character
- Demonstrated experience with DOS BOA Program
- Ability to complete project within 18-month timeframe
- Capacity to meet DOS MWBE goals
- Develop two concurrent BOA Plans for Erie Boulevard East and East Adams-South Salina areas
- Conduct community and stakeholder participation throughout the planning process
- Analyze existing land use, zoning, and environmental conditions within study areas
- Identify strategic brownfield sites with redevelopment potential
- Perform economic and market analysis for realistic future use scenarios
- Create implementation strategy with short and long-term revitalization projects
- Complete environmental review process (SEQRA)
- Prepare designation applications for each BOA
- Develop detailed redevelopment concepts for catalytic sites
- Meet 30% MWBE participation goals across both projects
