Bus Rapid Transit Consultant

Buyer seeks a consultant with Bus Rapid Transit design experience for the ongoing Gorham-Westbrook-Portland Rapid Transit project, which would be Maine's first rapid transit implementation. The consultant will provide preliminary design of key corridor segments and intersections, interagency coordination, public engagement, and traffic/feasibility studies. The project involves BRT elements along various streets in Gorham, Westbrook, and Portland. The selected firm must have robust experience in transit planning, multimodal traffic analysis, roadway design, and federally funded project administration.

- Experience in BRT system planning and design
- Proficiency in urban transit engineering, traffic analysis, and multimodal planning
- Familiarity with federal and state transportation funding and permitting processes
- Strong capabilities in community engagement and stakeholder coordination
- Ability to develop cost-effective and implementable solutions
- Lead project steering committee with representatives from multiple agencies and stakeholders
- Review and refine Locally Preferred Alternative for corridor alignment and BRT configurations
- Implement robust public engagement to gather input and build community support
- Conduct comprehensive traffic study assessing impacts across multiple scenarios and modes
- Refine project alignments including evaluation of specific route alternatives
- Develop typical cross-sections and street layout plans for preferred alternative
- Identify and address right-of-way constraints and property impacts
- Determine optimal station locations and transit-oriented development opportunities
- Refine operational assumptions including dedicated lane placement and signal system upgrades
- Coordinate with FTA to determine NEPA requirements and initiate environmental review
- Create implementation strategy for advancing the project beyond conceptual design
- Identify appropriate funding programs and secure broad support
- Assess multimodal impacts including bicycle and pedestrian level of service
- Update and refine construction cost estimates
- Conduct economic impact analysis to assess fiscal and economic benefits
- Produce graphical depictions of plans, infographics, and animations for public outreach
- Compare BRT benefits to other scenarios like 'do-nothing' or 'BRT-lite' options
- Perform engineering survey to document constraints and physical site conditions
- Assess parking impacts along the corridor
- Determine Gorham Park & Ride location and establish responsibilities for its management
