• Serve Multnomah County residents
• Operate with budget less than $5,000,000 per year

• Operate in alignment with Multnomah County Mission and Values
• Have evidence of insurance coverage

• Enhance business districts by creating safe and vibrant spaces
• Implement innovative safety solutions to encourage economic growth
• Promote civic vitality through community events and activities
• Advance equity and inclusion across diverse communities
• Remove graffiti from public spaces
• Install overhead lighting in key areas
• Create physical enhancements to activate pedestrian spaces
• Organize community engagement activities
• Install amenities like firepits, benches, or decorative features
• Develop a promotional strategy for community outreach
• Measure and evaluate project success metrics
• Implement project timeline with completion by August 2025
• Manage administrative aspects within 10% budget cap
• Document project impact on target communities
