Buyer seeks a solid waste management company to provide comprehensive waste handling services including collection and processing of garbage, recyclables, and compostables for approximately 90 campuses. The successful contractor will manage a Solid Waste Management Program that implements waste reduction best practices aligned with state mandate SB1383. Buyer requires educational support, technical assistance, and direct sorting program implementation across all district facilities. Services will include provision of appropriate containers, dedicated customer support, and regular reporting.

- Fingerprinting certification per Education Code Section 45125.1
- Tuberculosis certification per Education Code section 49406
- Manage comprehensive solid waste collection including landfill, recycling, and compost services
- Provide front-loading metal bins with lockable lids and color-coded rolling carts
- Dedicate customer service representative as main liaison to the District
- Provide educational and technical assistance representatives for 20 hours weekly
- Host annual Career Day events at schools to promote waste industry careers
- Perform waste audits and make recommendations to increase diversion rates
- Replace lost or broken waste containers at no cost to District
- Implement SB1383 compliance requirements throughout district facilities
- Provide bin cleaning services (500 cleanings) during contract term
- Conduct right-sizing assessments twice yearly to optimize service levels
- Support waste sorting education for students, staff, and school communities
- Submit quarterly diversion data reports with site-specific metrics
- Provide graphic design services at no cost for waste program materials
- Maintain colored bins (blue-recyclables, green-compostables, grey/black-landfill)
- Pay annual Sustainability and Recycling Administration Fee of up to $100,000
- Coordinate services to occur before student arrival to avoid disruptions
- Develop operations plan promoting 7R's waste hierarchy (Rethink through Rot)
- Lock gates after providing service to ensure campus safety
- Provide push/pull service for waste containers as needed
- Contribute $50,000 annually for waste prevention educational tools
