Buyer seeks a qualified consultant to develop a five-year strategic plan for the St. Johns County Health and Human Services Department. The plan will guide the organization from FY 2026 through FY 2030 with clear business, financial, and programmatic strategies. The consultant will engage with department leadership, staff, stakeholders, and the public to develop logic models for each division and analyze demographic trends. The final plan must include recommendations for service provision, staffing levels, facility expansion, and budgetary needs.

• Current active registration with Florida Department of State, Division of Corporations
• Current Local Business Tax Receipt for St. Johns County
• Familiarity with Council on Accreditation standards
• Familiarity with Florida's Community-Based Care model for Child Welfare
• Knowledge of Affordable Housing issues and solutions
• Experience with CDBG Entitlement Program through HUD
• Knowledge of State Housing Initiative Program (SHIP)
