Buyer is seeking a Cybersecurity Advisor to provide advisory services for the US Department of State. The advisor will enhance security sector governance and build institutional capacity of US partners in the Balkans. The position requires extensive experience in cybersecurity at national or large organizational levels. The candidate must possess US citizenship and an active TOP SECRET security clearance. This position is contingent upon contract award.

• US citizenship required
• Active TOP SECRET security clearance required
• Bachelor's Degree in computer science or related fields
• Ten years' experience in US military or civilian equivalent
• Experience working for US Department of Defense or similar agency
• Experience as director for cybersecurity capacity building initiatives
• Experience developing cybersecurity policies at military service staff level
• Experience working with senior foreign military/government officials
• Understanding of cybersecurity challenges in emerging markets
• Proficiency in research methods and problem solving
• Possess CISSP, NCSP, CASP, or CCISO certification
• Demonstrated fluency in English language

• Provide cybersecurity advisory services in the Balkans
• Develop cyber governance standards, policies, and protocols
• Identify barriers to institutional change
• Design cyber strategy and defense processes
• Participate in national-level and interagency meetings
• Collaborate with US Government subject matter experts
• Assess cyber regulations, staff, and operating procedures
• Maintain performance monitoring framework
• Collect data and develop performance indicators
• Enhance security sector governance for US partners
