Buyer seeks a qualified consultant to develop its first formal Strategic Plan. The consultant will work with the Mayor, City Council, City Manager, Department Heads, and key stakeholders to formulate a strategic vision for establishing Evans as the Community of Choice in Northern Colorado. The strategic plan will establish implementable strategies and measurable outcomes that achieve City Council goals centered on economic growth and resiliency. The planning process is expected to take several months with a written strategic plan document that will guide the City for the next 5 years.

• Must be a qualified strategic planning consultant/firm
• Must not discriminate based on race, religion, creed, color, sex, national origin

• Facilitate strategic planning process using Strategic Doing principles
• Conduct community engagement through surveys, workshops, and focus groups
• Perform SWOT analysis to identify strengths, weaknesses, opportunities, and threats
• Review/develop mission and vision statements for the City
• Develop SMART objectives and implementation strategies
• Define key performance indicators to measure success
• Create monitoring and evaluation framework for strategic plan implementation
• Review existing city documents to inform strategic planning
• Conduct stakeholder interviews with City Council, staff, and key stakeholders
• Present draft and final strategic plans to City Council
