• Design and develop a user-friendly centralized online portal separate from HHFDC's website
• Implement integrated GIS/mapping tools showing land availability and affordable housing projects
• Create data visualization features for dashboard experience showing incentive structures and goals
• Develop an AI chatbot to assist users with navigating the website
• Ensure ADA compliance and adherence to Hawaii state digital accessibility standards
• Provide a backend content management system for easy website updates
• Deliver complete web services including hosting, backups, and domain registration
• Coordinate with state agencies to create page content and integrate resources
• Develop a phased implementation plan with testing phase targeting Fall 2025
• Provide ongoing maintenance and technical support for one year post-launch
