Buyer seeks a qualified consultant to assist with the continued implementation and improvement of Nebraska's statewide next generation 911 (NG911) system. The consultant will provide technical assistance for the transition from legacy 911 to NG911, including system design, core services development, and GIS mapping support. Buyer requires development of a statewide ESInet with at least one data center within Nebraska. The contract includes preparation of an RFP to identify a vendor for ESInet and NG911 core services.

• Experience with 911 service systems design
• Demonstrated ability to develop GIS data for NG911
• Expertise in IP and PSTN network configuration
• Knowledge of call handling equipment selection

• Design statewide fiber optic ESInet with in-state data centers
• Develop NG911 core services for geospatial call routing
• Provide GIS technical assistance and quality assurance
• Assist with PSAP technical needs evaluation
• Support text-to-911 design and deployment
• Evaluate vendor presentations for ESInet selection
• Assist with preparation of RFP for ESInet vendor
• Provide IP network configuration assistance
• Consult on network security and vulnerability
• Support transition from legacy 911 to NG911
