Buyer seeks a provider for Employee Assistance Program services for approximately 800 full-time employees and their dependents. Services include assessments, short-term counseling, referrals, and organizational consultations. Provider must offer 24/7 services and maintain strict confidentiality. The contract will be for one year with four potential one-year renewals beginning July 1, 2025.

• 5/23/2025 - Question Due Date
• 5/27/2025 - Proposal Due Date
• 7/1/2025 - Contract Start Date

• Five years experience providing EAP services
• Experience with New York State municipalities
• Office within Cayuga County or partnerships with local agencies
• All necessary permits, licenses, and professional credentials

• Provide 24/7 confidential counseling services for approximately 800 employees and dependents
• Deliver up to three counseling sessions per family per incident
• Provide five sessions for mandated referrals from Human Resources
• Conduct up to ten on-site workplace assistance sessions annually
• Offer mediation services for conflict resolution (up to 5 sessions per year)
• Manage crisis response with immediate telephone counseling
• Organize 2-4 informational/educational seminars annually
• Participate in annual County Wellness events via information table
• Provide referrals to specialized services within 50 miles of work/home
• Maintain detailed quarterly utilization reports for Human Resources
