Buyer seeks consulting services to assist with a utility rate case to be filed by Central Maine Power Company (CMP). The consultant will provide expert advice and testimony on revenue requirements and the reasonableness of charges to CMP from its affiliates. Buyer requires assistance in analyzing CMP's rate proposals, conducting discovery, preparing testimony, and representing ratepayer interests before the Maine Public Utilities Commission.

• Analyze proper revenue requirements excluding cost of capital
• Review reasonableness of affiliate charges to CMP
• Analyze competitiveness of rates charged by affiliates
• Evaluate testimony and filings by CMP
• Assist in conducting discovery of CMP
• Help prepare cross-examination of expert witnesses
• Prepare and present direct testimony
• Respond to discovery requests
• Review rebuttal testimony and prepare surrebuttal evidence
• Assist in evaluating positions taken by intervenors
• Help prepare briefs and oral arguments
• Provide regular communication with the Office
• Prepare drafts of written materials for review
• Assist in proposing reasonable schedules
• Analyze allocation of costs from affiliate service companies
• Review management company charges for reasonableness
• Submit to cross-examination if required
• Identify additional issues that should be raised
• Help respond to rebuttal testimony
• Communicate progress and results regularly
