Buyer seeks to establish a Juvenile Evening Reporting Center as a detention alternative for youth at high or moderate risk to reoffend. The program will operate during afternoon and evening hours, which are peak times for delinquency, and some Saturdays. The center will be organized around a Positive Youth Justice framework to help youth develop skills and connections for successful adulthood. The program includes family engagement and collaboration with community organizations to provide comprehensive services.

• Operate afternoon and evening hours program during peak delinquency times
• Provide progressive supervision based on youth's developmental progress
• Implement Positive Youth Justice framework
• Develop skills for successful, self-sufficient, crime-free adulthood
• Include family engagement component for caregivers and supportive adults
• Collaborate with community-based organizations to leverage outside resources
• Serve youth at high or moderate risk to reoffend
• Support youth transitioning from Probation or Residential Treatment
• Prevent further offending and deeper juvenile justice system involvement
• Operate some Saturday programs
