Winnebago County

Buyer seeks a qualified contractor to provide electronics recycling services for Winnebago and Outagamie Counties. The contract period is July 1, 2025-December 31, 2026 with option to renew for up to four additional one-year terms. Buyer requires the contractor to provide collection, transportation, and processing of electronic waste from residential sources. Service locations are in Oshkosh and Appleton, Wisconsin.

• Must be registered with E-Cycle Wisconsin as a recycler
• Must have all relevant government permits and licenses

• Provide enclosed semi-trailers at both county locations for electronics collection and storage
• Haul trailers/electronics within 48 hours of notice from counties
• Process electronics to remove hazardous components and reclaim recyclable materials
• Supply all necessary materials (pallets, Gaylord boxes, shrink wrap)
• Provide secure data collection disposal containers
• Process both EEDs (Eligible Electronic Devices) and non-EEDs (other electronics)
• Provide monthly invoicing documenting processing details, load dates, and weights
• Process battery-containing devices appropriately
• Manage damaged electronics/devices safely
• Keep all recycled materials within United States unless exceptions noted and approved
