Buyer is seeking a vendor to provide access to Factiva Content Application Programming Interface for searching and retrieving news and related information. The API will be used in Enforcement investigations to gather data on potential violations and violators of law. Buyer requires a COTS subscription product that can authenticate users, perform searches, use encryption, and return results directly to SEC applications.

• Active registration in SAM.gov with valid UEI number
• Commercial Off the Shelf (COTS) subscription product
• Product must not require development

• Provide Factiva Content API for searching and retrieving news
• Support 10,000 API searches per month (120,000 annually)
• Return complete news articles, images, PDF and HTML files
• Enable seamless authentication of users from SEC applications
• Implement SSL 256-bit encryption for secure data transfer
• Provide API endpoints for individual and sets of news articles
• Support search capabilities using strings and accession numbers
• Deliver curated collections of news articles
• Provide usage statistics and reports quarterly
• Maintain 24/7/365 customer support via toll-free number
