- Create benchmarking comparisons with 5-7 similar park systems
- Analyze management structure, staff levels, policies, and operations
- Develop service area maps showing locations of existing facilities
- Conduct public workshops for community input on needs and priorities
- Facilitate focus groups with up to 12 special interest groups
- Conduct web-based survey to assess community satisfaction and needs
- Evaluate municipal golf course viability with case study analysis
- Assess swimming pool condition and identify capital improvement needs
- Analyze ball field complex and operational lease agreement
- Develop vision, mission statements, goals, and objectives
- Create level of service guidelines based on benchmarking and public input
- Analyze potential recreation programming opportunities and sustainability
- Prepare phased implementation plan with specific strategies
- Develop prioritized capital improvement recommendations (short/mid/long-term)
- Provide service gap analysis for underserved areas
- Design park concept plans for identified facilities
- Prepare draft and final master plans with executive summary
- Present findings to steering committee, public, and city council
