Youth Connection Center

Buyer is seeking a qualified community-based organization to develop and implement a Youth Connection Center for youth ages 10-17. The center will provide a safe space for youth who have either come into contact with or are at risk of coming into contact with the juvenile justice system. Services include assessment, referrals, family engagement, and follow-up support using a strength-based, culturally responsive approach. Buyer anticipates awarding one contract for a three-year duration.

• 5/23/2025 - Pre-proposal conference
• 5/29/2025 - Closing date for questions
• 6/26/2025 - Proposal Due Date
• 1/1/2026 - Contract start date

• Experience working with at-risk youth population
• Demonstrated success working with law enforcement
• Knowledge of County Courts and social service programs
• Capacity to start services by January 1, 2026
• Ability to accommodate walk-in and drop-off referrals
• Staff and leadership reflective of communities served

• Develop and implement a Youth Connection Center for ages 10-17
• Provide assessment and referral services for at-risk youth
• Utilize strength-based assessment identifying youth and family needs
• Operate from specified location and transition to new site in 2026
• Connect youth with community-based services and resources
• Transport youth home or to safe locations
• Conduct follow-up with youth and families
• Maintain sufficient staffing for walk-in and drop-off referrals
• Implement culturally responsive, trauma-informed service approach
• Collect data and report outcomes to the County
