- Offer new technologies, processes, or methods as of proposal date
- Participate in one-step or two-step proposal processes
- Register in System for Award Management (SAM)
- Implement NIST SP 800-171 cybersecurity requirements if applicable
- Propose solutions within $100M individual award limit
- Develop research and development contracts from basic research to operational systems
- Address specific objectives in Calls issued by defense test community
- Collaborate with Air Force Research Laboratory and Air Force Operational Test and Evaluation Center
