Conservation International

Buyer is seeking consultants for an open-ended roster to provide Global Environment Facility (GEF) project preparation services. Consultants will conduct technical studies, formulate project ideas, and develop proposals for GEF. The roster will be used to invite consultants for specific project preparation services. Proposals will be evaluated on a rolling basis, and qualified consultants will be added to the roster.

• 9/30/2025 - Proposal Due Date

• At least 3-5 years of experience in conducting similar assignments
• Extensive professional experience in preparation of GEF projects
• Proven track record in preparing GEF projects
• Experience working in developing countries

• Conduct technical and financial studies related to climate/environmental problems
• Develop project design elements including results framework/theory of change
• Conduct assessments against GEF project criteria
• Develop gender, environmental and social safeguards action plans
• Create workplans, staffing plans, budgets, and procurement plans
• Coordinate with governments and stakeholders to secure support letters
• Prepare GEF proposal documents (PIF/Concept Note, ProDoc)
• Address reviews and provide technical advice on project redesign
• Conduct stakeholder consultations
• Develop monitoring and evaluation plans
