• At least 5 years experience producing actionable climate action plans
• At least 5 years experience implementing equitable community engagement
• Demonstrated experience achieving policy change through municipal regulatory framework
• Ability to analyze greenhouse gas emissions and potential reductions
• Experience with at least 5 communities of similar demographics

• Perform comprehensive audit of existing climate-related policies and programs
• Create greenhouse gas inventory to establish quantitative emissions baseline
• Identify best practices and recommended progress endpoints for climate action
• Present baseline findings report to Select Board
• Organize baseline gaps into high, medium, and low priorities
• Determine benefit and cost of actions to assist prioritization
• Identify potential solutions and improvements for baseline gaps
• Consider implementation time horizons for solutions and improvements
• Present findings and recommendations report to Select Board
• Identify opportunities for monitoring progress on climate action goals
• Produce final Climate Action Plan for Select Board
• Conduct robust public engagement process throughout planning
